Ranges As Community Assets
Making Yourself Valuable To Your Community

You must get involved with your community if your range is going to be successful. If there's a Chamber of Commerce in your town, join it . . . and start attending some of the meetings. Offer to present a program. The National Shooting Sports Foundation has a video you can show to the Chamber of Commerce, Rotary Club, PTA or any organization that wants an interesting program. You can show anyone how to safely have fun shooting clay targets.

There are other ways besides networking, but the movers and shakers of your community belong to those local organizations, so it's a good idea for you to get involved on that level.

Be helpful to your community. Find out what kind of local charities you can support, and host a shooting event. You can make a presentation after the event and give the charity some money from your shooting facility. Try to get newspaper and TV coverage for your charity events and other function you might use your shooting facility for, such as wedding receptions, parties or meetings. All of this is important. Don't hide the fact that you have a shooting range in the community.

But before you do all of this, take a drive down the road that leads to your facility. Ask yourself as you drive, "Would I bring my wife here? Would I bring my family? Would I bring my friends? Would I bring them into this facility and be proud of it?" You may decide there are things you need to clean up, fix or paint. We want to show that we love what we do and take pride in our enjoyment of the shooting sports.

Loving what we do, however, isn't enough. You also must take a business approach. Operate your range as a business. Make sure your range is a nice looking place and something your community will want to be part of. Involve your club members in the community by volunteering their services. Get them involved in helping out. Clean up a park or paint a house in town. Go help your church group. Participate as a consolidated group from your sportsmen's club. Hiring local people to staff your range also will create goodwill in the community. Make sure that you're trying to work within that community.

Next to the National Shooting Complex in San Antonio, Texas, the Catholic Church owns about 400 acres. A local high school is next to the convent, a mile and a half down the road. It's a pretty big school-2,900 students. There's a lot of traffic in the area. The church decided to build directly across the street from the shooting complex. Less than 100 yards from our shooting fields, they built a parking lot and a church.

Recently, Father Albert, the church's pastor, retired and the parishioners asked to use the gun club facilities for his retirement ceremony and dinner. We were happy to let them use the areas they needed at no cost. We had been involved with Father Albert and the children in the church for years. We would load up our tractors and trailers, drive across the street, pick up the kids at Halloween and take them on a hayride around the gun club property. We go over any time they have a community day. We loan them our picnic benches and our trash barrels. We go back and pick the trash barrels up full of trash, and we're happy to do it, because we're good neighbors. We donated $1,000 to the church building fund, and of course, it was worth a lot more than that in goodwill and free publicity.

Father Albert's Mass usually draws 350 to 400 people, but at his retirement on our shooting facility, 870 people came to Mass. Father Albert stood up and said, "In this day and time where guns are always seen in violence, we're happy to be the neighbors of this gun club and the people here who have guns". That was priceless. . This can happen for you too if you get involved in your community.

CONCURRENT ELIGIBILITY
FITASC EXCEPTION IN JUNIOR CONCURRENT
A shooter's eligibility for concurrent events which are based on age is determined by the age of the shooter on the first day of the target and membership year. Age on that day determines the shooter's eligibility for the entire shooting year for sporting clays, NSCA 5-Stand, small gauge and FITASC.

In FITASC, however, any person who has not reached their 21st birthday on the first day of the membership and target year is eligible to compete as a Junior for the entire year.

This concurrent eligibility is for all NSCA registered events except in the case of the World FITASC Championship when held in the United States. For that event International concurrent eligibility rules will apply. International concurrent eligibility rules will also be used by the International Committee for selection of FITASC Team USA members for FITASC events outside of the United States.

BLOWN AWAY?
A late February tornado almost wiped out Whitetail Ridge Shooting Center in Blue Springs, Mississippi but owners, Dick and Connie Hollaway expect to be rebuilt and throwing targets again by May. Dick, being the curious sort that he is, stepped outside to see what was going on and was blown up into a tree. Fortunately he was able to climb down without injury.

PROJECT HOMESAFE RESPONDS WITH IMPROVED GUN LOCK AND REPLACEMENT PROGRAM�
In cooperation with the U.S. Consumer Product Safety Commission (CPSC), Project HomeSafe announced last week that it will provide replacement gun locks free of charge to recipients of original Project HomeSafe cable-style locks. The original lock was found to have the potential to open without the key when struck with sufficient force. A new lock with an improved locking mechanism and thicker braided-steel cable is being offered to recipients of the original lock. The new Project HomeSafe lock was cleared for production after testing by an independent laboratory and review by CPSC. Anyone who received an original Project HomeSafe lock can call 800-726-6444 to request a free replacement lock.

ALL STATE TEAM ERRORS
Due to a computer error, some shooters on the California, Georgia and Texas All State Teams were listed incorrectly. The list on the following pages shows all states' team members correctly. We sincerely apologize for the error and assure you that all teams have been rechecked and all, are listed correctly below. The only changes made were to the teams of California, Georgia and Texas.

IN MEMORIAM
We are sad to report the recent death of Barney Fagan, President of the Arizona Sporting Clays Association. Barney was instrumental in getting Arizona's association formed and operating for the benefit of all it's members. A longtime skeet shooter, Barney switched to sporting clays and after retiring, spent all his time working with and for the association. Our sincere sympathy goes to Barney Fagan's family and friends. We have lost one of our greatest sporting clay promoters.

MINUTES OF ADVISORY COUNCIL MEETING

February 2-3, 2001
The meeting was called to order at 8:30am Friday, February 2, 2001 by Executive Director Mike Hampton who reminded members that attendance is required at this meeting in order to continue serving on the Advisory Council. NSCA Director Ann Myers was present and acted as secretary of the meeting. Before the official roll call (shown below), all present were asked to introduce themselves and their affiliation. The official roll call showed the following members and guests present:

Guests: Bruce Kinkner, NSSA President; Mike McAlpine, Director NSCA Instructor School; Dana Burke, Lonesome Charlie's; and Range Owners Sam Lancaster and Mike Lewellen. With regret the council accepted the resignation of John Ramagli, Kolar Arms, from Advisory and Executive Councils. Upon motion made by Bob Pond, seconded by Jack Erskine the attendance requirement for Randy Mitchell was waived due to his illness; and was approved unanimously. Committee lists were reviewed and meeting rooms assigned. Don Yost made a motion that two two-hour committee breaks be held. There was no second to this motion and Mr. Hampton reminded the group that committees were supposed to have met by phone, mail or in person prior to this annual meeting. Because some members are on more than one committee, it was decided to have two one-hour committee meetings. The following were added to committees: Classification, Allen Coleman; Range Owner, Debbie Rippetoe and Peggy Siler; State Association, Debbie Rippetoe; International, Tom Sperl; Public Relations, Scott Grange and Jerry Seaman; Industry, Federal (Mike Larson) and Fiocchi (Terri Scherff). Gil Ash asked all council members to review the contemplated housekeeping corrections that will be made in the 2002 rulebook. Approval of minutes for the meeting held during the National Championship was delayed until Saturday, allowing council members time to carefully review them.
The Executive Council will set a date for the 2002 Annual Advisory Council meeting since the SHOT Show is scheduled for the normal meeting time. The date will be announced as soon as possible and will be no later than March 15.
A. Membership: In reviewing membership statistics Mike Hampton pointed out that although we had fewer new members in 2000 than we had in 1999, we had more total members in 2000, proving that we are doing a better job in member retention. It was also interesting to notice that Dene Cogdill, a member from Montana (a state with one-half the population of the city of San Antonio), recruited the most members for our three year "Project 2000" membership drive. Mr. Hampton also asked Advisory Council members to remind shooters that the first place they should call when they have a question or a problem is the Member Service. The ladies who answer the 800 number are very knowledgeable and can answer most questions on the spot. If they do not have needed information at their fingertips, they know where to get it and will see that it gets to you.
B. National Delegates: The terms of all current delegates will end September 30,2001. Incumbent delegates will not automatically be included on ballot. Everyone who wishes to be considered for a National Delegate position must be nominated according to the instructions in the rulebook. The election for delegates with terms beginning October 1, 2001 and ending September 30, 2003 will begin soon. Nomination forms and instructions for nomination will be available to members who call the 800 number, in the April issue (the one members receive first week of March) of Sporting Clays Magazine and are included in the binder which will be sent to all National Delegates after this meeting. A badge identifying each delegate by name and state as a National Delegate will be sent with the binders. Attached to these minutes is a chart showing the official yearend membership count of 15,043. This membership count determines the number of delegates each state is allowed to elect in the upcoming election. The total number of delegates will remain the same; however, California and Arkansas each lost a delegate while Alabama and Minnesota each gained a delegate.
The Zone 4 Coordinator resigned and Donna Lewellen, Chairman of the State Association Committee, is conducting an election to choose a new Zone 4 Coordinator who will be announced within the next 30-60 days.
C. Target Statistics: these numbers seem to bear out the range owners' contention last year that there was little registered target activity in the months of October, November and December because our target total for 2000 is very close to that of 1999 even though 2000 was a short year.
D.Member/Club Reports: Art Ambrosi, Chairman Public Relations Committee, spoke about the expected partnership of NSCA, Industry and McDonald's raising funds for Ronald McDonald Houses around the country. Mike Hampton added that in past meetings [with Ronald McDonald House officials] we have emphasized that we hope to see signage in McDonald restaurants about funds raised by the shooting sports in support of the Ronald McDonald Houses. We hope to see this program begin after meetings currently scheduled for next week. We expect to raise in excess of $1,000,000 for Ronald McDonald Houses but it will take two things to make it work. We must write a guideline for clubs to use as they plan these charity events and we must successfully match up clubs in cities that have a Ronald McDonald House. One Michigan club raised $16,000 at their first event and last year saw the total benefit to Ronald McDonald House rise to $58,000. NSCA has never had a "cause". Perhaps this is it.

E. Internet: Mike Hampton explained the problems that we have encountered in trying to move to a new computer system. Those same problems have been the cause of the lack of 2001 information on the webpage. Our current computer system is not under any maintenance agreement due to equipment age and availability of parts for discontinued systems. Last year, thinking that we would be using a new system by 2001, we made corrections for 2000 only and then had to do them all over again this year so that the computer would recognize current input as year 2001. In addition we had severe communication problems with the offsite webmaster which have now been solved. A new person is working on our webpage and he is responding to our needs very quickly and efficiently.
We already have hardware installed for the new system and are negotiating with programming groups to have our software applications written. Both Ann Myers and Mike Hampton stressed that our number one priority at this time is to get a new computer system operational. Until that is accomplished, we will continue to have problems.
F. National Championship Mike Hampton reported that, although food service continues to be a problem, we are working to find a solution that will please most people. There are several obstacles that make it nearly impossible for us to get vendors similar to those used at the U.S.Open. It is necessary for a vendor to provide insurance in an amount large enough to adequately cover the association in case of problems from their operation; they are scrutinized by health inspectors on an almost daily basis and are required to provide food service 58-65 days a year. We're not ready to give up but it's a frustrating problem that has plagued us from the first time an event was held on the grounds.
We do not charge any fees or commissions from our food vendors; however we do require a deposit that will be forfeited if the vendor fails to show up for an event. We provide a walk-in cooler, refrigerator, kitchen, utilities, as well as service and storage areas. If a vendor is here for all events, their deposit is returned at end of contract. Gil Ash suggested that we give some events to one vendor and some to another. Brian Brewton suggests decentralization of food service. Again, Mike Hampton emphasized the danger of unlicensed and/or underinsured vendors. Brian Brewton asked that winners of all classes (including D & E) be recognized at the award ceremonies in the stadium. Mr. Hampton explained that this had been attempted several times in the past and it was very embarrassing when only one or two winners showed up to receive their trophies. The wish for these presentations was mentioned several times in the survey sent to participants after the 2000 championship and we will try to do better this year. Many improvements are planned for the 2001 National Championship, including: o Sealcoating paths for sporting clay courses
o Golf carts allowed (rented here only with insurance included)
o All four courses will be together in the lower shooting area
o Everything except NSCA 5-Stand will run on 2-1/2 hour rotations to avoid delays in starting next rotation
o Parking will be easier because of designated spaces for those using golf carts
o parking attendant at yellow area
o Added Sunday to K-Kup and 5 to a squad maximum on K Kup
o 20 ga, 28 ga and .410 100 birds each - one day only - on course - 300 target HAA for small gauges - course changed each day to soften for smaller gauges
o Addition of first, second and third place trophies for Jr Lady and Sub-Jr Lady in the Main Event
o Winchester Shoot Out will continue
o Pavilion on hill renovated and doubled in size
o New games being added
o Winners will be reported on web daily. Craig Porter offered to host an additional webpage to carry these scores and other daily news items on one of his sites
A lengthy discussion about some of the problems that arise from the use of golf carts pointed out that, to protect the association and the comfort and enjoyment of all shooters, strict rules would be needed. One of the biggest concerns is the type of insurance needed by golf cart owners to protect the association and other participants. The council agreed that the use of golf carts is an experiment that will be repeated only if successful. In the interest of making the use of golf carts a more likely success, Doug Fuller made a motion that participants at the National Championship be allowed to use only carts rented through NSCA for a fee that will include proper liability insurance and that they will only be used for the Main Race. On the K-Kup and small gauge courses, golf carts will be allowed for medical reasons only. Bob Lepor seconded the motion and it was approved unanimously.
G. Budget and Finance: Annual dues for NSCA are overstated by about $98,000 for year 2000 because of the change in membership year.
Mr. Hampton called attention to fact that the $262,336 Revenue over Expense amount is just about equal to the $274,231 received as donations for the Hall of Fame, Team USA and sponsored fields. Further discussion brought forth the following facts: a) the major part of NSCA expense for members is there whether the year is 9 months or 12 months. The only savings is 3 months of overhead at headquarters. b) In answer to a question often seen on the internet "what do we do with extra money?" There is no extra money. There is no windfall, only less overhead expense. c) The departmental Profit & Loss statements continue to show more expenses than revenue in both membership organizations.
H. Committee Meetings: At 3:30 the meeting broke into committee sessions for the two remaining hours of the day.

At 9:00 a.m. Saturday, February 3, 2001 the session resumed with all who were present the day before in attendance.
I. Minutes: Bill Bacon reminded the group that a lengthy discussion was held at the December 1999 meeting about refunding or pro-rating dues because of the decision to change the yearend date but that the council had determined at that time that a refund or pro-ration of dues was not warranted. A motion was then made by Bill Bacon that the minutes of the December, 1999 meeting be amended to that effect. Motion seconded by Adam Pinto and passed without opposition. Minutes of the June 9, 2000 Advisory Council were approved after a motion made by Bob Pond and seconded by Don Yost. Motion passed without opposition. Frieda Lancaster made motion to accept minutes of the September 14 Advisory Council meeting. Motion seconded by Martin Jones and passed without opposition. Minutes of this meeting (February 2001) will be included in the binder which will be sent to all National Delegates as soon as possible.
Minnesota Horse & Hunt Club was chosen host club for 2002 U.S Open through written ballots of the council members. Craig Porter presented an updated version of U.S.Open criteria that, after some modification, was approved. Don Yost made a motion to delete from the criteria a requirement for Range Owner or Manager of prospective host clubs to be a delegate or member of the Advisory Council. This motion was seconded by Tom Sperl and passed with one opposing vote. There was a great deal of discussion about the size and type of club that could be considered a reasonable selection as host now that the attendance has grown to be very near that of the National Championship. Tom Sperl made a motion to use the Mississippi River as a dividing line for splitting the country into two areas rather than three. Doug Fuller seconded the motion and it passed without opposition. The U.S. Open criteria is included with these minutes. It was suggested that we send this updated criteria to all clubs so they will know whether or not they qualify and can begin working toward meeting the criteria if they want to qualify in the future. A motion was made by John W. Johnson to send this updated U.S.Open criteria to all member clubs. Motion seconded by Debbie Rippetoe and passed without opposition. Since a club west of the Mississippi River will host the 2002 U.S.Open, clubs east of the Mississippi will be invited to submit a presentation at the 2001 U.S.Open if they are qualified and wish to be considered as host of the 2003 tournament.

Mike Hampton announced that we expect to publish the first "Record Annual" for NSCA within the next twelve months. We have eleven years of records to research and include in this first Annual. Phil Murray suggested the Hall of Fame committee needs to become more involved in the museum building that will be completed before the National Championship. Founding Industry Sponsors are Beretta, Browning, Buick, Kolar, Krieghoff, LaPorte, Remington, Southwest Shooters Supply, White Flyer and Winchester. The committee is currently considering a set criteria for future Hall of Fame selections. At this time four categories are considered for possible induction: Open, Lady, shooters over age 55 and Distinguished Service. This last award will be known as the S. Hallock duPont Distinguished Service Award.

Mr. Hampton also announced that Browning has become a major sponsor for the sporting clays area here at the National Shooting Complex. A large sign at the entry to our sporting clays courses will recognize their sponsorship. He also stated that other areas such as FITASC and the newly renovated pavilion have sponsorship opportunities.
J. Rules: Committee Chairman Gil Ash asked if there was any discussion about any of the housekeeping changes that are indicated for the 2002 rulebook. Since none were brought forward a motion was made by Bill Bacon to accept all proposed housekeeping changes. Motion seconded by John W. Johnson and passed without opposition. Mike Hampton explained the procedure that is followed to send proposed rule changes to National Delegates for approval or disapproval. 1) National Delegates are invited to send, in writing, those changes that they and their constituents feel need to be reviewed. 2) The Rules Committee then considers these suggestions to determine the effect that would be felt by the entire membership and the practicality and safety aspects of such a change. 3) At the Advisory Council Annual Meeting the Rules Committee presents the suggested rule changes that they have determined to be needed, safe and practical. 4) After Advisory Council approval, a ballot including an explanation of proposed changes will be sent to all National Delegates for vote. 5) At the end of Rule Change Balloting a list of National Delegates and their vote on each item will be published in Sporting Clays Magazine and the rules approved by National Delegates will be incorporated into the following year's rulebook.
Martin Jones, Rules Committee Co Chair and Classification Committee Chairman introduced these possible rule changes:
1. Should any target requirements prior to State, Zone, U.S.Open and National tournaments also be required for "concurrent only" shooter to win any awards? Motion to send to Delegates for vote made by Gary Greenwood, seconded by Bill Bacon and passed without opposition.
2. In the event a National position is vacated before the end of his/her term, the State Association (if one exists) will appoint a person to fill that position for the remainder of the current term. If no State Association exists, the Zone Delegate will make the appointment. Motion to send to Delegates for vote made by Bob Lepor seconded by Donna Lewellen and passed without opposition.
3. Any person who sets or designs a course shall be allowed to shoot that course for targets only. Motion to send to Delegates for vote made by Doug Fuller seconded by Gil Ash and passed without opposition.
4. All registered events using the NSCA classification system will offer all classes (including Masters). Motion to send to Delegates for vote made by Jack Erskine seconded by Frieda Lancaster and passed without opposition. After further discussion and a review of statistics which prove that 80% of new shooters are moved down from Class C to Class D or E at mid or yearend review a motion was made by Jack Erskine, seconded by Frieda Lancaster and passed without opposition to send the following change to National Delegates for vote.
5. A shooter who has never shot any clay targets will be assigned Class "D". Note: there will be no change to the rule applying to shooters who have been classified in another clay target organization).
Motion by Bob Pond to add the U.S.Open Main Event to rule III-A-2-a-3 was seconded by Gary Greenway and passed without opposition. This is an additional "housekeeping" change.
A motion made by Jack Erskine, seconded by Gary Greenway and passing without opposition charged the Safety Committee to further study ways to enhance safety. The Safety Committee is already working on a project to bring forth ideas for more contemporary safety signs that we hope to have posted at every station at every sporting clay club in the country. A question regarding the use of an automatic safety (for shotguns) developed a consensus of opinion that automatic safeties cause more safety problems than conventional safeties.
A motion to consider as a housekeeping change (clarification) that shooters are not to leave their NSCA 5-Stand station until instructed to do so by the referee or until the last shooter has fired his last round at that station was made by Jack Erskine, seconded by John W. Johnson and passed with no opposition. Due to the resignation of John Ramagli (Kolar Arms) it was necessary to elect a new Industry Representative to the Executive Council to fill out the term. Bill Bacon nominated Art Ambrosi (Winchester) for this position. Nomination seconded by Adam Pinto. Since there were no other nominations, Art Ambrosi was elected unanimously. We will vigorously emphasize in Sporting Clays Magazine that we are looking for interested members to fill Range Owner/Manager or Industry positions. Mike Hampton suggested that the council consider allowing candidates who receive a majority of votes from any category to fill a position in another category (that does not have a full complement of 15 members) for the vacant one year term. Motion by John W. Johnson to consider as housekeeping (clarification) an addition to rule book that requires an Advisory Council candidate to receive a majority of votes in order to be elected. Motion seconded by Bob Pond and passed without opposition. Mr. Hampton announced that voting for Advisory Council members will now take place at the National Championship meeting for terms to begin October 1.
There being no further business the meeting adjourned.
